Various studies have confirmed that the provision of quality education depends very much on, among other factors, the amount of budget allocated for education. Thus, the government of Tanzania has committed itself to investing in education by increasing public spending on the education sector with basic education (pre-primary, primary and secondary) receiving the highest proportion of the education budget. This study is designed to assess whether that commitment was realized and the extent of the contribution of such increased expenditure on the desired outcomes. This study is further justified by several previous reports which have indicated that the budget allocation for the education sector is still low compared to the sector demands.
