The first Markets-PAN Private Public Dialogue (PPD) to discuss ‘Implications of tariff and non-tariff barriers on the livelihood of small-scale farmers’ took place in Morogoro on 30th and 31st August, 2012.


A number of representations from all over the country in different sectors of stakeholders attended the dialogue. This ensured the support necessary to really make the anticipated change. Government officials, small-scale farmers, representatives of Civil Society, academicians and researchers, as well as regional and local institutions attended the PPD.


The main agenda of this dialogue was to present a Policy Brief on trade barriers, and to raise support for this brief in different environments, local as well as national. Apart from that, the PPD also emphasised, once more, the importance of the elimination of trade bans, a well functioning NFRA that gets the government support it requires, streamlining local policies and their implementation, through first hand personal experiences of a farmer, a trader and a professional in food security matters.


Among other things, the PPD, this time, aimed at unifying all actors in the field of agriculture to serve a common goal and reaching a common understanding through taking up a shared responsibility.



The Markets-PAN (Tanzanian Markets & Trade Policy Action Node), which is a node, or group, of 9 Tanzanian institutions, unifying their efforts to facilitate market access to small holder farmers, hosted this two-day dialogue.



RLDC (Rural Livelihood Development Company), based in Dodoma, is chairing this AGRA-funded initiative and implements all PAN-activities together with BRiTEN (Building Rural incomes Through Enterprise), MRA-Management Associates, ESRF (Economic and Social Research Foundation), MVIWATA (Mtandao wa Vikundi vya Wakulima Tanzania, Tanzanian Network of Farmer groups), REPOA, (SUA) Sokoine University of Agriculture, Department of Agricultural Economics and Agribusiness and in collaboration with Ministry of Agriculture, Food Security and Cooperatives and the Ministry of Industry and Trade.

Every actor, every stakeholder has a role to play and together, unified Tanzanians will be able to make the advocated changes.”, said Godfrey Bwana , Markets-PAN Coordinator.
