The GrOW project is a multi-country, multi-funder, multi-year initiative that aims to generate new knowledge about women’s economic empowerment, gender equality, and economic growth in low-income countries. The project is funded by Canada’s International Development Research Centre (IDRC), the UK’s Department for International Development (DfID) and the Hewlett Foundation. REPOA has been implementing the Tanzanian arm of the study, which explores women’s economic empowerment occurring as direct or indirect result of cash transfers through the Productive Social Safety Nets (PSSN) program implemented through the Tanzanian Social Action Fund (TASAF). The study also identifies women who are disempowered and ways to increase their autonomy and decision making.
Drawing from the Women Empowerment in Agriculture Index (WEAI) approach, the study examined the five Domains of Empowerment (5DE), that is, the right to make decisions and choices on production, productive resources, income, leadership and time, as well as additional generic variables (for example, cultural, legal, and religious). It also studies the Gender Parity Index, which measures women’s input in the 5DEs. The study employed both qualitative and quantitative methodologies. Over a three-year period commencing in November 2014, the research has engaged 11,000 individuals in 1,935 households. Through its mixed research methodology together with randomized control trials (RCTs), the project seeks to answer the main research question: “to what extent do conditional cash transfers (CCTs) empower women?”
In 2016, baseline data analysis was completed and findings disseminated in Gottingen, Germany during which a mid-term review was undertaken and in Dar es Salaam before donor partners, TASAF, and other senior government officials.

For 2017, our researchers are currently in the field collecting data on women empowerment focusing to those women who have received cash transfer from the TASAF programme
