The objective of this joint research programme on local government reform in Tanzania is to document the processes of change and impacts of the Local Government Reform Programme (LGRP) in Tanzania, and to provide managers and key stakeholders with operationally relevant data and analyses of lessons learned during the implementation.

The programme's first phase ran from 2002 to 2005, and the second phase runs through to 2009. As a part of its support to the LGRP, the Norwegian Agency for Development Cooperation NORAD is financing this research programme. The project is being managed by REPOA and a consultant from the Chr. Michelsen Institute CMI, (Bergen, Norway) is assisting.


Six councils are taking part in the in-depth study; with three were among the first 38 councils in Tanzania undergoing reform. Selection was based on:
  • Variations in resource bases;
  • Rural-urban variations;
  • Degree of inclusion in the LGRP;
  • Degree of donor presence or support; and
  • Composition of political parties.
Each of the selected councils should exhibit at least two of these dimensions

The selected councils are:
  • Ilala Municipal Council
  • Iringa District Council
  • Mwanza City Council
  • Bagamoyo District Council
  • Moshi District Council
  • Kilosa District Council
